Inclusive Education
Inclusive education is public education that supports the learning, development and well-being of all students in a fair, efficient and effective manner. Nova Scotia has a strong foundation in inclusive education that includes a widespread commitment to the concept of inclusion itself, and hard-working and creative educators who have shown innovative ways to address challenges.
The current model of inclusive education was put into place in 1996. This model however was not designed to accommodate the number of overlapping academic, behavioral and socio-emotional challenges many students experience today. As a result a commission was formed and asked to improve inclusive education for the benefit of all Nova Scotia students.
In March 2018, the final report of the Commission on Inclusive Education was released after a year of study, research, public consultation and ongoing talks with Nova Scotians. The report is called \"Students First\". Visit here to view the full report. (Read More 1)
According to the report Inclusive Education is:
The right of all students to a quality education in welcoming school communities that support teaching and learning.
- A student-centred, needs-based approach to providing educational programs and services to all students through a collaborative, team-based approach that welcomes the full participation of parents.
- A multi-tiered continuum of programs, services and settings that goes beyond the boundaries of traditional student placements and programs to provide all students-including students with special needs-with assessment, instruction, interventions and learning spaces designed for their individual strengths and needs.
- Positive learning environments that promotes the full membership, participation and learning of all students.
- Core values and beliefs that hold to the best interests of students in educational decisions; promote equitable student access to educational programs and services; and respect and value diversity in school communities.
- Evidence-based policies, practices and procedures that support the success of all students.
- A commitment to excellence in teaching, learning and leadership that helps and empowers all students to reach their full potential as learners.
The report outlines a new model for inclusive education that is made up of a multi-tiered system of supports (MTSS). See diagram below.
